Frank Mesa is a seasoned transportation executive with over 30 years of distinguished service at MTA Metro-North Railroad, one of the largest public transportation agencies in North America. As Chief Operations Training Officer, Frank led all workforce training and development initiatives across Metro-North's Operations divisions, overseeing the delivery of technical, regulatory, and leadership training for thousands of employees in both represented and non-represented roles.

Throughout his career, Frank has been a visionary leader in modernizing railroad training through the integration of emerging technologies, including Virtual Reality (VR), Augmented Reality (AR), and Artificial Intelligence (AI). He was instrumental in implementing performance tracking systems and digital learning solutions that increased compliance, improved safety outcomes, and elevated the overall effectiveness of training delivery.
